The ASPCA sent out an alert asking people to click here and send a letter to their representative. Currently, breeders who sell to brokers and pet stores must be licensed by the USDA. However, breeders who sell directly to the public don’t need to be licensed at all.

ASPCA describes it like this:

Introduced in Congress in late May, a bill called the Puppy Uniform Protection and Safety (PUPS) Act will bring all commercial dog breeders in the United States under federal oversight by requiring any breeder who sells or offers to sell more than 50 dogs annually to the public—including over the Internet—to be licensed and inspected. The bill will also require all licensed breeders to exercise every dog daily.

Obviously, there is still a lot wrong with legislation. Puppy mills are everywhere. But surely the least we can do is make sure that everyone selling puppies has a license. Click here to send a letter to your representative. It takes 1 minute.
